What is it?
A club that pays coaches, instructors or referees the flat-rate travel allowance (pauschale Reiseaufwandsentschädigung, PRAE) has to record every day, keep within 120 euros per day and 720 euros per month, have the Sport Austria form signed and report each person's annual total to the tax office by the end of February with form L19 via ELDA. The PRAE Assistant turns this into a simple screen: click the days in a calendar, print, create the L19 files in January.
A single HTML file to download — double-click and it runs. All club data lives in a file of its own on the club's computer and stays there. Nothing is transmitted, not to hajime.at either; the club uploads the L19 files to ELDA itself.
The app is in German — also in plain language — and in English; the printed forms are always in the official German wording.
How it works
- Save the file, ideally in the folder with the club's records, and double-click it. It opens in the browser.
- “Create a new club”: name, ZVR number, tax number, address and a short code for the reference numbers.
- Add people — or import them from a spreadsheet as CSV, with column mapping and matching. Print the declaration of non-professional activity once per person and have it signed.
- Each month, click the days in the calendar; the app checks the limits at once. Print the form, sign, pay out, mark as paid.
- In January, go through the checklist under “Year and report”, create the L19 files as a folder or ZIP, upload them in ELDA under “Daten senden” and enter the protocol number.

Who is it for?
For sports clubs in Austria that pay PRAE and handle it today with paper forms or a spreadsheet — from the small club with two coaches to the section with twenty instructors.
If you pay employed staff, pay more than the flat rate or need payroll accounts, this is the wrong tool — see below.

What it does not do
So that nobody waits for it: no payroll account and no L16 — anyone who pays more than the flat rate or has employees on the payroll needs payroll software. No upload to ELDA: the app creates the files, uploading and the protocol number remain manual work in ELDA Online. No funding reports, no totals across several clubs, no multi-user operation.
Privacy and technology
Runs in any current browser. In Chrome and Edge the app writes to the chosen file itself; in Safari and Firefox the file is loaded at start and saved with a button. No libraries, no external connections, no ads, no tracking. The help is inside the app — even offline.
The data — names, dates of birth, social security numbers, bank details, days — lives in an ordinary file on the club's computer and belongs in the same backup as the club's other records. The club stays solely responsible; there is no processor.
Common questions
Does the app replace the report to the tax office?
No, it prepares it. The app creates one L19 file per person following the ELDA schema and checks the data beforehand with the rules from the ELDA check catalogue. You upload in ELDA Online yourself and enter the protocol number in the app afterwards.
What if I made a typo and the report is already sent?
If the amount changes, the app creates a correction with the same reference number, which you upload again. A cancellation is only needed if the ZVR number or the year were wrong; the app does that too.
Can signatures be collected on screen?
Yes, with finger, pen or mouse. They appear on the printed form with a timestamp. Paper remains possible alongside.
Where is the club's data?
In a file on the computer where the app is opened. It never leaves that computer — there is no server it could go to, not even one of hajime.at. So the file belongs in the folder that is backed up anyway.
Is this legal advice?
No. The app implements the published rules (§ 3 para 1 no 16c EStG, the Ministry of Finance guide on the sports allowance, the Sport Austria FAQ and form, the ELDA description of the L19 transmission) and names its sources in its help. If in doubt, the club's tax advisor decides.
